the proc to reduce the recharge time on deflector abilities does not work on energy syphon, the proc shows up for gravity well on the tooltip but not energy syphon even though it is listed on affected powers.

Same problem here. Can someone please verify if Deflector Doffs actually do cooldown energy siphon like they say they do? It shows up for Grav well's tooltip, and Breen dissapators tooltip, but not energy siphon.

I have the same problem with Tachyon Beam, i didn' try Energy Siphon, it doesn't show on the tooltip and it doesn't reduce it's cooldown.

The cooldown for Tyken's Rift is reduced to 30sec but for Gravity Well (3) only to 40sec.

Both, Gravity Well and Tyken's Rift have a 1min cooldown displayed
but only Tyken's Rift is set to 50%.

i considered it as part of the shared cooldown between gravity well and tyken's rift and forgot the shared cooldown of a second gravity well.

I have verified this is indeed a problem with Energy Siphon, and not deflectors or the duty officer. It seems Energy Siphon (and Tachyon Beam?) are not connected to the deflector dish like they should be.

seems that since the split on the shared systems between gw/tyken and tachyon/syphon / (energy dissipator ??? - need to check this last one) the deflector officers only work on gw and tyken.

to confirm the previous posts, the deflector duty officers dont work on them
