A bug that involved Romulan Liberated Borg captains and their skills once they chose an ally
the idea is that creative enhance specific powers, these powers are the ones a player get from kits. so BO get a buff on his skills.
some say it buff critical hit but i don't believe it as it would be the best trait. maybe it does for tactical BO when it use target optics which makes sense.
other then that i believe it buff BO ground skills but i wish some game moderator/developer confirm this...

Save your Patrol Missions for the level cap increase.
Disable on-demand patching, wait for update to finish, reenable on-demand patching.
Although I have no empirical data, I'm pretty sure that Creative increases the effectiveness of many BOff ground abilities. Note that the powers that they do carry are typically those from kits, after all.
I went out of my way to get a Trill with Creative to act as my ground medic; thus far, this seems to have been the right decision.
