So Federation have 25 ships that are usable from Commander to Vice Admiral? 14 of which are Vice Admiral ships.
KDF on the other hand only get 19 ships that are usable from Commander to Lieutenant General, and only 6 are Lieutenant General ships. That is 6 less ships total from level 20 to 50, and 8 fewer level 50 ships.
It is obvious that the KDF has been thrown under the bus here.
Vice Admiral Ross Vice Admiral Sulok Rear Admiral S'narl Captain Ren Lieutenant Andok Rear Admiral Dex Lieutenant General Do'tagh Major General Traar Brigadier General Ka'lor
Captain R'oar Captain Mo'rak
Heaven forbid they actually have A klingon faction that's got all the same amount of items/ships/unique mission as the fed. people might actually play klingon side more...
DO note that the KDF doesn't have alot of shipos in cannon so Fed will always have an edge.
Granted, but you might want to take a moment to note that from level 20 to level 50 only 1 of the Cryptic Store Fed ships are seen on screen the way they look in game... so what can't the KDF have varients?

do to this, they will have to come up with new designs or get permissions from other comapinies or people to use theirs designs. the main problems with KDF right now is the fed 25 requirement and the no zen discount on fleet ships. thus no insentive to be KDF.

Well, let's consider:
Consider the effort needed to make KDF ship variants, even if just one. First need to design it (which is a whole other subset right there), then model it, then make sure it works with everything else in-game, such as item sets.
And when you've done all that, they're at a loss of money (for using their equipment) and time (which could have been done on something else). If they gave it to us for free, it's a pure loss. If they charged us for it, there'd be balance on that end...
And there's also the discussion over what might be a more efficient use of their time and money.
This, and much more behind-the-scenes stuff, dictates priority. For the Feds - who are much of their paying customers - most of that spent time/money is worth it because of returns. For KDF, it's much tougher, because of supposed lack of players/payers...
At least, that's how I understand it. A few details may be off

The excuse that FED have more cannon ships that KDF is bull.
Have you seen half of the FED ship designs? They're far from cannon. You've got... Miranda, Centaur, NX, Constitution (plus Refit), Oberth, Sabre, Steamrunner, Akira, Defiant, Excelsior (Plus Refit), Intrepid, Galaxy, Nebula, Sovereign, Nova, Olympic and Prometheus. They're the only cannon ships in the game.
That's 19 out of about 70 designs. That ain't counting shuttles of specials (Vulcan D'kyr). I might have missed a couple. The Klingon Empire on the other hand has only 6/7 cannon designs, with about 25 different ship designs (this is excluding the Nausicaan, Gorn, Orion ect, to which there are three ships each). That's roughly 35 KDF ships, and 70 FED ones.
DO note that the KDF doesn't have alot of shipos in cannon so Fed will always have an edge.
Actually cryptic doesn't have to jump through as many hoops to get original KDF designs approved by CBS, so they should arguably be easier to make ships for.
It's all about money. Unfortunately it's a viscous cycle, Klingons are low population and don't spend enough money to justify content, and Klingon populations don't grow because of a fed content bias. Cryptic needs to just bite the bullet and show some integrity towards their Klingon player base, but that's quite a long shot these days.
