Yeah, I'm surprised that there wasn't some kind of network controls which didn't alert a senior officer to excessive holodeck use or potentially objectionable material... Of course, that would ruin some plot points, but in reality, I can't see how Reg ever made it to active duty aboard the Enterprise... Maybe he wasn't really an Academy Graduate, just a very clever hacker who had been able to falsify records enough to give himself a foot in the door...

I suspect that any Really twisted holodeck programs get flagged for Riker to trade to the Ferengi next time he plays poker

To be fair, as the CMO, he deserved to be carrying an appropriate rank, but then again, the CMO outranks the commanding officer on medical matters, so maybe a rank isn't necessary... I think he tried that once with the Emergency Command Holographic program... I forget the exact outcome, but I don't think it went well...
