Bug confirmed on two different characters and two different accounts:

1) Go to New Romulus and scan a radiation cloud.
2) During Dilithium Mining hour, transwarp to the event and begin mining a node.

The triangular interface for the mining minigame will try and scroll down like the Romulan waveform, ignoring all inputs and rendering the minigame unplayable. You still get the consolation prize of 25 dil, though.
