I'm not sure if there is a chart of WHEN a certain assignment will pop up.
But, yes they are grouped by the sector you are in so even if you are in the middle of the countdown, you can move to another sector and get a different set up missions. Some planets get their own set of missions, so yes you can go to them for different ones (such as ESD or Q'onos). Some misisons will show up in multiple sectors (trade routes, contraband checks, Klingon "attack xxx freighter" Intelligence missions.), but some are specific to certain sectors (meet with xxx ambassador, infiltrate missions)
Like loot they have a rarity. White are commonly available to all captains flying through that sector, then of course you have green/blue/purple which wouldn't show up on everyone's list.
Personal assignments follow you through different sectors though, and the only way to get new ones is to wait out the clock.

If you pick all the assignments you like and then move to a new sector do you get new assignment or are you stuck with the same assignment in the whole galaxy until they refresh.
I noticed that currant sector assignments will change as you move but how does that work ezackly?
This can be quite complicated, but here goes:
"Current Assignments" tab is on a game-wide 4 hour cooldown (resets for everyone at the same time), are sector dependent (a mission will only show up in a certain sector), and are conditionally universal to all captains.
"Personal Assignments" tab is on a one hour cooldown, reset when you visit the tab. They are sector independent, in that the same set shows up in all sectors you visit. They are captain dependent (each one gets their own list last I knew), but only accessible by the selected captain.
"Department Head" missions are available by roaming your ship and talking to the crew or via the "department head" tab on the DOff screen. They are on a game-wide 20 hour cooldown, sector dependent, but unique to each captain. DH missions can be shared by inviting people to your ship's bridge, and will be available to all visitors even after you start the mission, until the reset occurs.

Sadly, no. Missions are all generated randomly, and there are rarities assigned, so certain mission won't show up as often as others.
However, if you join the in game "DOFFJOBS" channel and request the link (I don't have it handy right now), there is a spreadsheet that lists most chains and desirable missions, that ties to a master spreadsheet that gets updated based on player reports. This nifty spreadsheet can tell you when certain missions are available on the "current assignments" tab if you visit the listed sector, and it even has a list of all the different sectors (for example, there are unique mission lists in Sol sector, ESD's space approach, ESD itself, Starfleet Academy, Vulcan, Andor, and (maybe) Wolf 359.) The gang there is usually more than willing to answer questions on DOffing as well...
