as I am coming up on the home stretch to getting my hands on a Breen Chel Grett Warship for Free, I was curious to see what you would do with the ship.
Personally, I would play it like my old Fleet Tor'kaht, except a bit more agile, probably something like this:
Commander Tac: Tac Team 1, Attack Pattern Delta 1, Cannon Rapid Fire 2, Attack Pattern Omega 3
Lieutenant Tac: Tac Team 1, Cannon Rapid Fire 1
Lieutenant Commander Sci: Hazzard Emitter 1, Polarize Hull, and either Transfer Shield Strength 3 or Tractor Beam 3
Lieutenant Eng: EPTS1, Reverse Shield Polarity 1
Ensign Eng: EPTS1
Consoles:
Tac: 4 Energy Weapon Console (Any weapon)
Eng: RCS Accelerator, 2 Neutronium Alloy
Sci: 3 Flow Capacitors or Field Gen and 2 Flow Capacitors
Doffs: Not to sure
Engine: Omega
Shield: Maco
Deflector: Omega
Any suggestions or other builds?

Its an interesting ship but i wont be opening mine. Problem is it appeals to all three playertypes in order to be popular, and i'd rather have something that does 3 things REALLY well instead of 6 things badly

I can understand that. What I like is the fact that it appeals to those that are Tac Officers, but hate Escorts, like me. Mostly because I'm not too good at going at such fast speeds. I like my Fleet Excelsior, and this ship will be a good in between a Cruiser and Escort.
I'm currently using Polarized Disruptor DHC's and Turrets with the Romulan Plasma Torpedo in the front and the Borg Cutting Beam in the aft.
I use 1xRCS and 2xNuetronium Alloy consoles
2Field Emitters and Borg Assimilated Universal
4xDisruptor Energy Weps Console. Sometimes I swap one out for the Breen Energy Dissipator (I'm still on the fence about it's usefulness to give up a console slot).
I run TT1, Torpedo Spread II, CSVIII and CRFIII for my Cmdr. Tac
I run TT1, APB on my Lt. Tac
I run EPtS1, EPtWII on my Lt. Eng
I run ET1 on my Ens. Univ
I run PH1, HEII, TSSIII on my LtCmdr. Sci.
She does well enough but nothing spectacular. For me, it's just another ship to play around with. I get bored in any one ship after a while.
I'd say she handles like an Excel-R but can equipp DHC's and is a lot squishier than the Excel-R.
I don't always use torpedoes but when I do, I prefer Tricobalts. Friendship is magic, my friends.
The main toon I play with is a Sci-captain and I only have science vessels.
They are quite weak in STF when it comes to surviveability, so I hope this Chel Grett will become my primary STF ship.
I'll move all my transphasic and anti-proton weapons onto this ship.
This all depends on the performance of the ship. If it goes well, along with what ever science Boff I can assign to the station(s), I'll put in the dilithium and CE to make this an anti-Borg ship.
I'll also put the Borg assimilated set on this ship since I feel like this is the only ship where it will look good visually to have it on.

In STF's, you may want to consider some Plasma Resist consoles and MACO Shields. The Breen Ship has lower HP than Cruisers and the plasma burn, especially from Gates is nasty.

The Borg plasma burn was nerfed to within an inch of its life recently but might still catch up with you if you don't watch your HE.
A Lt Eng and possibly an Ens Eng if you use the Ens Uni...
So it is unable to make full use of Aux to Battery and in all truth, doesn't need it. Aux to Battery is mostly used for Cruisers to maximize the usage of their meager Tac slots.
