There is a list of vendors at http://www.stowiki.org/List_of_vendors, but I have not found a reference to which are the best (i.e., give the best price) when selling. The vendors on cargo ships and on ESD are not as good as Belan on Drozana or Deferi outpost, which pay 50%. Are there other vendors that pay 50% or more?
Some of the vendors on ESD give 50%. Stay away from commodity brokers and some device vendors, but vendors with equipment (handful of exceptions) give 50%.

Easily the best place to sell is the exchange, Hands down. Don't bother with vendors.
The majority of drops you pick up won't sell on the exchange. Many that will won't sell for enough to be worth the effort.
In fact, I can regularly clean house on the exchange by systematically searching each category one quality/Mk level combo at a time and buying up everything that's posted for less than 50% - just today I made around 2 million EC just being lazy and feeding junk off the exchange to vendors.
I sell it to the bartenders at Earth Space Dock or the bartenders at the Academy. Both pay 50% of the item costs.

This is false. Only specific items which are very wanted sell well on the exchange. In fact, most useless or average grind items also sell for 50% on the exchange, with a few items selling for 50% -1EC, -2 EC, -3EC and so on, because people want their items to be on top.
Sure, some people don't bother to pick up undesired loot, but I find that all of the unwanted loot I sell to bartenders each day rapidly adds up to about 1M credits a day. With a sense of irony, I spend those 1M EC on a lockbox key each day.
