Ok, is the Starbase ship customization officer better than the one on DS9/ESD? (as in more hull materials, more paint designs etc) If not, why waste the materials needed for it?
Since I'm on the customization topic, what about the tailor? Is it any better than the one on ESD/DS9? (as in more uniform options)

The tailor also gives you access to a special 'flee' uniform. However I didn't believe the ship tailor is any different from the ones on ESD/DS9, it there for the option to change your ship there instead of having to go to the main yards.

Yeah, but you can transwarp to ESD as easily as transwarping to the FSB...
