I think most torpedoes could stand to get a +10% to shield damage, and if their normal vs shield damage kills the shield the remaining potential damage should hit the hull.
Why is everyone ragging on photon torps? Their overload 3 gets a bigger damage bonus than quantums and they have higher dps.
Photons deserve omega treatment ! for ships that have slow turn rate (aka cruisers) and are in forward firing arc for limited amount of time and have limited amount of tac boff skills.
It's kind of odd - but SyFy recently did their Star Trek movie marathon (this past weekend and again on Monday)...
...you watch the torps in the movies and then look at them in the game...

Sadly mr Char Aznable, unless something has changed in past patches, Quantums got the biggest boost from HYT powers looking at percentage damage increase compared to other torpedos types. Also DPS means squat with torpedos, since they are primarily a spike damage weapons. You want the biggest boom in the shortest amount of time, which quantums do better than photons. Also with the Torp Doffs, someone with multiple Quantums will probably out DPS someone with multiple Photons

i had an idea last night regarding photons, maybe let them deal more then just 25% of their listed damage to shields. say 50%, then they would have some reason to use them, basically you spam them like you do transphasics, only they are to help your shield damage dealing.

With the Concentrated Tachyon Mines - I'm surprised we haven't seen the Tachyon Torps.

I don't think you're a noob at all for that, and honestly that's why we end up with so many casual players playing Tac/Cruiser (All captains since Picard wear red, just like Tactcial in STO).
I think many/most of the STO Devs favor DS9 (Tac/Escort, random super-lovin for the Excelsior from Design side) and we can see that heavily in the game design.

5 of them were heavily featured or first appeared in DS9 and were either Dominion ships or Dominion allies.

I am aware of the burst damage purpose of torpedoes, but for someone who still uses auto fire like me normal photons have a higher chance of getting through shields and getting buffed due to their firing rate. So they're good for lazy people.
Edit, they are also nice against boss pve ships when the team can keep a shield down.
