You have to do a diplomatic consulate chain first.

Anyways, The diff distribution that you get from fleet boxes seems pretty similar to what you get from academy recruiting, IE horribly skewed.

It's pretty 'skewed' up! If we really need less Medical and Security then the amounts in the projects need to be less than Science and Tactical. I'd say 30%-40% less or get rid of the the separate depts and say AND/OR on all projects would help too . It's only logical and expected.
