Why do you think it is a bad ship? Just the turnrate?
Too many Tac BO stations, not enough Sci or Eng. I mean with that turnrate its a carrier alright. The only saving grace of the Gal-X was to use it as a healer iwth the occasional chance to land a lance in PvP. Most people just put tacs in it and tried to do damage, but with an eng as a healer the Gal-X could be okish.
THe same applies to the bugnought, it just won't be doing a very good job as tank either. I don't have a Kar'fi but i really doubt that either eng or tac can make this ship do something usefull, that almost all other ships can't do better. For a Lobi ship that is indeed pretty weak. If the pets have ViL proc, it will be outright banned from all serious PvP, which would suck, and Victory is Life doesn't do much in PvE, since NPCs don't use many buffs to start with. Sooooo it will fail at PvP and PvE.
I m very tempted to play with it, but I can't come up with a good set-up for it right now. Maybe with some testing, but given the price..... not going to happen.
I'm really upset they decided to make the heavy escort a carrier hybrid. I don't think we ever see anything in the show supporting that.
On the other hand, it might be the only thing keeping it close to balanced.
The same goes for dreadnaught, minus the balance part. It might still be good in pugs or ridiculous alpha strike teams?
The Somraw, K'tinga, D'Kyr, D7, Kumari, Xindi carrier, Xindi escort, and the T'Varo are all older than the Constitution Refit and yet they are tier 5. The Constellation is made up primarily of Connie refit parts and it is tier 5, there is no logical reason whatsoever for the no tier 5/6 connie rule.
The more I look at the Dread Bug, the more it screams PvE. Without the Sci goodies to allow you to do something possibly about somebody sitting on you - that extra hull's not going to mean much. Against NPCs...well, they're not too bright. The ship could do pretty well in most PvE.
Course, I think many of us are looking at it as slug with an Escort-like BOFF layout that lacks the maneuverability of an Escort... it's a "heavy" glass cannon. Thing is, we don't know how it's going to play with the DCI/DCP consoles, etc. It's possible that they've balanced it around the potential of using those two with the 2pc bonus (and even the Mk XII Jem set, eh?).
Somebody's going to have to buy it and fly it. Folks are going to have to kill it. Then we'll know. Until then, we're all just playing spreadsheet warriors...

Swordsman Tip: You are your own biggest hurdle to becoming a better player.
No way. Ships should have tanking OR dps, but not both.
A year or two ago some said the same thing about Sci powers and DPS . If you wanna play Sci , play a Sci , cast spellz , do Sci stuff . DPS is 4 Tacs baby !!!
Now we haz Vesta (sensor scan + sub nuke + cannons + extended phaser lance + subsystem targeting) .
So yeah ... .
What's "in" today , will be "out" by tomorrow ... or next year !
