The code is a work in progress. We thought we had a fix, but it only repaired a specific test case that occurred when a test character was directly given the power(s) in question. Once they're attached to items (like +Acc enhancements, e.g.), the fix broke down. So it needs to be revisited and further tuned.

For the purposes of my testing, I created a Phaser Beam Array with an [Accx1000] modifier. This wasn't a Temporary power, or "Dev magic" beyond creating the item. I cloned off the data from an existing [Acc] modifier and increased the value, then attached it to a standard Phaser Beam Array. Simple stuff, and there's no reason it should have created skewed results of any kind.

The fix is working its way thru QA. Due to the number of powers that were potentially affected (this was a LOT bigger than just Fire At Will) there's a high probability that further attention will need to be given before it can arrive on Tribble.
I'd estimate another 2 weeks or so, but that's just a shot in the dark.
