So I'm trying to get my ship build and skill points just right and need to get some answers to a few questions.
if I put 4 phaser relays in my tactical slots, each one producing a 30% to phaser damage making at total of 120%. Would I be right in saying that it would boost the damage output too100% maximum?
Or would the whole 120% be used in phaser damage?
Also would these consoles actually do anything if my energy and weapon training skills where on maximum?
I always thought that tac/sci/eng consoles are only there to pick up the slack of the skill traits you couldn't afford to bump up as much as you would like.
Is there really any need to get a turn rate console if you have you impulse skill trait maxed out? Etc??

In a word yes. The relays will stack to above you maxium.
Your weapon training skills boost your damage regardless. Plus what else are you going to put in there.
The consoles exist to boost whatever you want but generaly it takes a very high level console to get much of anything compared to your skill tree.
Rcs consoles boost your turn rate by a flat percentage so yes totaly worth it IF you find your turn rate less than optimal.
Actualy reading things pefore posting will make you look smarter than yelling loudly. Reading comprehension is aparently a lost art.

It will boost your dps, but not by 120%. I wish people would stop saying this... Each one will add a small bit less each time because they are based on your skill tree, the more points you put in, the less you get out although it will still be a boost beyond the 9 points you already had.
All consoles and set bonus perks are designed to pick up the slack of your skill tree so that you can put more points into something else rather than having 200 points in something and 0 in something else.
RCS consoles are only really worthwhile on escorts and even then really only for PvP. There is no real point in putting them on cruisers as you will not get a good turn rate without using 2 or three of them and sacrificing tanking ability in the meantime.

you're not quite right, I did some research on this a while back.
It won't boost your damage by 120% as the consoles do not stack on one another, they all apply their boost to the weapon base damage (as shown in the info window for the weapon) then the system adds your skill table, power, distance and buffs/debuffs to get end damage.

Ok so breaking down for an idiot to understand (me) would it really make much difference to have 4 relay consoles instead of two when my weapon skill tree is maxed out?

I love having all the special consoles on my ship. Sunspace jump, theta radiation, anti matter spread and the fantastic awesomeness of the torpedo point defence system.
And it's a real shame that I have to surrender them to be able to survive it pvp.
The good thing about having a carrier is that there is a seperate console slot for the fighters.
I would love to see special console slots on ships so that you can have these toys with out having to sacrifice your dedicated tac/sci/eng slots to make for a more enjoyable game play.

This. Most, if not all, of those special consoles need to be turned into Devices at least, if they're not going to put in a special type of console slot specifically for abilities.
Not so much for balance reasons, just... because it would be a lot more fun that way. I'd love to have Subspace Jump and Cloak on my Defiant at the same time without giving up space for things like armor consoles, and I'd probably even pick up the NX Class ship for its Magnetic Grappler.

If they gave every ship 3 special console slots and prohibited them from going In to sci/tac/eng slots surly it would make for better game play.

It is not less each time you equip a console.
There is no diminishing returns on the tactical console, unlike some other consoles (armor/alloys and field generators come to mind).
Every tactical console gives you a boost on your base amount of the weapon. For instance, each one of my MK XII phaser relays (purple) gives me ~90 DPS. This is on a MK XII phaser DHC.

Yes. Take my example above, I'm getting ~90 DPS on each purple MK XII phaser relay on put on my ship. I can equip 5 tactical consoles. That's about 450 DPS more in total. Now, multiply that amount by how many similar weapons you have. I run an all cannon escort build. Four cannons on my fore weapon slots means 4 x 450 = 1800 more total DPS (and I'm not even counting the boost from my turrets). Include buffs, and the extra DPS is even greater.

That would make this game too easy for PvE and PvP. It's already easy enough as it is.
