In TNG the galaxy was the only Federation ship that was a straight up match to the romulan warbird. Now in combat the warbird would hold the advantage of surprise with their cloak but in the end it would come down to captains and crew that would determine the victor.

After they start romulans, they will gradually add more kling pve and maybe few more other cstore items. Same with romulans. It's pretty much the standard software release type, get a decent version out (hopefully cryptic will do its best with this, lol), then release patch after patch to fix stuff and add some features.
