This isn't excessive. This isn't obscene, I don't see this as game-breaking.. Real RCS thrusters are used to quickly and precisely maneuver large ships and space stations by applying impulse in specific directions to supplement the Stability Augmentation Systems.
Sure, assuming you have four RCS, one can get a Vo'Qov upto 15.08 base turn rate, up from 5, but that's sacrificing four engineering consoles.
Rather then rebalancing all the ships in the game, it's my opinion that this will not only help equalize the turning disparity between ships, but also give use to a flawed, outdated, and generally useless console.

Not everything is going to work with everything. RCS may not be the Engineering Console that you're looking for...there may be a better option for your ship.
The problems is that it's never the option you're looking for... Cruisers usually have enough slots that they can spare a few for RCS accelerators and could use the turn rate bonus, but it's almost always a waste of a slot because of its minimal bonus for those ships. Escorts and science ships do not generally have a large number of engineering slots, and do not usually need to spend a console on increasing their turn rate, but if they do they get a relatively large increase. Particular outliers are the Fleet B'Rel and the JHAS, which have 4 Engineering consoles and very high base turn rates... they need RCS accelerators the least, but get the most benefit from them as well as having enough engineering console slots to slot them in with ease.
I like the OP's equation, If they were like that, I MIGHT be tempted to start using them again. Same thing for a flat turn rate buff. At the moment they are a throw away item to me, for my carriers, cruisers and my escorts that don't need them.
