Lets face it, RCS consoles are broken. Either you need them, and they do crap, or you don't need them and they make you into a doughnuts-in-space stunt monster.

Currently, the equation for them looks like this:

So lets do some math! (All numbers are before skills are applied)

Assume a MK11 Blue RCS Console (+35% Turn Speed)

B'Rel: Base 23
-- 23 + ( (20 * 1.35) - 20) = 30 (+7.0 deg/sec)

JHAS: Base 20
-- 20 + ( (17 * 1.35) - 17) = 25.95 (+5.95 deg/sec)

Defiant: Base 17
-- 17 + ( (14 * 1.35) - 14) = 21.9 (+4.9 deg/sec)

Vesta: Base 12
-- 12 + ( (9 * 1.35) - 9) = 15.15 (+3.15 deg/sec)

K't'inga: Base 10
-- 10 + ( (7 * 1.35) - 9) = 12.45 (+2.45 deg/sec)

Assault Crusier: Base 7
-- 7 + ( (4 * 1.35) - 4) = 8.4 (+1.4 deg/sec)

Gal-X: Base 6
-- 6 + ( (3 * 1.35) - 3) = 7.05 (+1.05 deg/sec)

Vo'Qov Carrier: Base 5
-- 5 + ( (2 * 1.35) - 2) = 5.7 (+0.7 deg/sec)

These numbers are quite terrible. Any way you look at it really.

-- 17 + ( (8 * 1.35) / 10) = 18.08 (+1.08 deg/sec)

Vesta: Base 12
-- 12 + ( (13 * 1.35) / 10) = 13.76 (+1.76 deg/sec)

K't'inga: Base 10
-- 10 + ( (15 * 1.35) / 10) = 12.03 (+2.03 deg/sec)

Assault Crusier: Base 7
-- 7 + ( (18 * 1.35) / 10) = 9.43 (+2.43 deg/sec)

Gal-X: Base 6
-- 6 + ( (19 * 1.35) / 10) = 8.57 (+2.57 deg/sec)

Vo'Qov Carrier: Base 5
-- 5 + ( (20 * 1.35) / 10) = 7.7 (+2.7 deg/sec)

This isn't excessive. This isn't obscene, I don't see this as game-breaking.. Real RCS thrusters are used to quickly and precisely maneuver large ships and space stations by applying impulse in specific directions to supplement the Stability Augmentation Systems.

Sure, assuming you have four RCS, one can get a Vo'Qov upto 15.08 base turn rate, up from 5, but that's sacrificing four engineering consoles.

Rather then rebalancing all the ships in the game, it's my opinion that this will not only help equalize the turning disparity between ships, but also give use to a flawed, outdated, and generally useless console.

Why can't we just give it a flat rate increase like the Injector Assembly?

This^^^. Otherwise RCS consoles work as they are suppossed to, they just dont help slow turn rates because the 35% of 5 will always be less than 35% of 21.

Give them a flat increased based on quality and mark level.

Tetryon Pulse Generators should provide a bonus to Plasma Beam Arrays.

Wait, that's silly...right? You don't use TPGs with Plasma.

Not everything is going to work with everything. RCS may not be the Engineering Console that you're looking for...there may be a better option for your ship.

The problems is that it's never the option you're looking for... Cruisers usually have enough slots that they can spare a few for RCS accelerators and could use the turn rate bonus, but it's almost always a waste of a slot because of its minimal bonus for those ships. Escorts and science ships do not generally have a large number of engineering slots, and do not usually need to spend a console on increasing their turn rate, but if they do they get a relatively large increase. Particular outliers are the Fleet B'Rel and the JHAS, which have 4 Engineering consoles and very high base turn rates... they need RCS accelerators the least, but get the most benefit from them as well as having enough engineering console slots to slot them in with ease.

That's how I'd do it. Flat turn bonus. That way cruisers might actually take one. And an extra few deg/sec won't matter to an escort.

I like the OP's equation, If they were like that, I MIGHT be tempted to start using them again. Same thing for a flat turn rate buff. At the moment they are a throw away item to me, for my carriers, cruisers and my escorts that don't need them.

I use two of them on my Escort because it's a glass cannon and if I'm gonna blow up at least I plan to blow up facing my enemies.

I use one on my Cruiser because I wanted to bring it up from "Beached whale" to "Twitching beached whale". I've found it actually has helped me get the torps lined up better than before.

I don't put them on my Sci ship because they turn pretty good as it is.

TLDR- I think they're fine as is, but I wouldn't mind a buff.
