I can see the flat bonuses working something like this. To balance this out, they'd have to remove the ability to stack them.

Actually this is kinda stupid tbh. What you need is a way for RCS to still be a benefit to all ship classes, not just cruisers. So far a lot of the ideas I have seen seem to be cruisers only. I guess a flat rate bonus is probably best here as well.
It is said the best weapon is one that is never fired. I disagree. The best weapon is one you only have to fire... once.
Tired of Wasting EC and Time trying to get Superior Romulan Operative BOffs? Here's a cheap and easy way to get them, with an almost 100% chance of success.
Why the Devs can't make PvE content harder.

A flat turn rate bonus benefits everyone equally. Escorts are only less benefited relative to their average base turning rate, which makes sense because they need it the least. A percentage increase benefits escorts far more than cruisers and science vessels.

I am fully aware of this, which is why a flat bonus is the only one I would really be able to support. % bonus is why I commented it's stupid in the first place.

Escorts and science ships do not generally have a large number of engineering slots, and do not usually need to spend a console on increasing their turn rate, but if they do they get a relatively large increase. Particular outliers are the Fleet B'Rel and the JHAS, which have 4 Engineering consoles and very high base turn rates... they need RCS accelerators the least, but get the most benefit from them as well as having enough engineering console slots to slot them in with ease.
Who would use RCS on a B'Rel? So the debris when found rotates quickly enough to form a singularity? Flat increase is probably the way to go.
All cloaks should be canon.

You could always throw a min() in there. RCS consoles provides the lesser of 2 deg/second or +x%.

There have been enough previous threads raised on the topic that I don't think the devs will implement a flat increase. OP's formula seems like a reasonable compromise. Thumbs up.

Anyone who says this has no idea what they are talking about.

Try shooting some enemies that don't still and wait for you to kill them (For Example: Other players), then get back to me.
