I'm trying to set it up so a specific one of my boffs appears when the sector change pop up appears, and the game seems determined for it to NOT be that boff. I've tried changing the others name for alphabetical order, changing their position in the ship, discharging and replacing them in case it's age of the boff, NOTHING seems to work to get the boff I want there. On most of my ships, it seems to be whichever boff is operating the highest rank tac station, but since that's a universal on my vesta (usually), it just WILL NOT co-operate with me on this one.

It's really beginning to get on my nerves. Anyone know how to make this work?

Whichever tac boff has the highest seating on the ship should be the one that pops up.

I just tested it in eta eridani and the boff in the Cmdr tac station asked me, then I swapped my Cmdr tac station boff and Lt tac station boff around and hit the sector change button again and the boff in the Cmdr station was the one that asked me.

I thought it was related to your department heads, but that doesn't appear to be the case.
