I just got a ship that has two Tactical Bridge Officer Stations. I have put in two Tactical Team 1, two Beam Array: Fire at Will 2, and two Attack Pattern Beta 3 and 4.
I also have a heavy cannon build that has two Cannon: Scatter Volley 2.
The issue I am having is my Cannon: Scatter Volley work perfectly regarding their shared cooldown of 15 seconds. However, by Beam Array: Fire at Will will not properly share their cooldown, resulting in an extra 5 seconds added to the cooldown. This will throw off my entire skill sweep as my other skills are ready but this one is not.

30 sec recharge
* Increases teh fire rate of each beam weapon fired for 10 sec, but target selection is random.
This skill should have a shared cooldown of 15 seconds, just like Cannon: Scatter Volley.
But instead it is getting an extra 5 seconds added to it for no reason. This must be a bug as it is not as intended, and the description clearly states it is a 30 second recharge.

* Upgrades your next cannon attack. Moderate AoE Energy Damage.
This skill works fine with a shared cooldown of 15 seconds, and works well with the cooldown of my Tac Team and APBeta cooldowns, resulting in a 1-2-3 skill volley.
Cryptic please address this issue, as I have sent in game reports 4 patches ago.
