Both will take about year for fresh started fleets to complete full T5 if faction released in May
Faction based assigments, remeber kdf and fed have many different from each other themed missions.
Romulan Academy like zone.

If faction will start even from lvl 30-40:
Faction specific missions. Loads of them, and i am talking about copy\paste ones not even about rsomething really new, imagine work with all those texts, contact npcs etc...
It will be slaughter first months at level 50 without damage done\recieved accolades, fleet ships\gear\weapons, stf rep gear, funky consoles. Looks pretty onesided for me and Romies not on winning side.
I think i forgot something but question is...Do you really think Cryptic can do it even for end of May while adding more things for fed\kdf(lol) those 3 months ? All i can imagine for may is faction divied for KDF and FED sides.
But if Cryptic can pull out Real faction it will be miracle like event!
Some of the stuff you mentioned is already in game, really. For example,
Characters: Romulan and Remans + Liberated Borg Romulans - Character models are already in-game, would just need to make customisable variants. Aliens are easy, since they're already in-game. Other characters might need programming.
Ships: Models already exist for the core ships - D'Deridex, BoP, Mogai and Scimitar. Would need the 1k Day Reward ship, lower tier versions of these ships and where possible, alternate ships for Science/Eng/Tac and ship outfits.
Homeworld/Starbase: New Romulus is already under construction, so I wouldn't be surprised if the city turns into the Romulan equivalent of the First City.
Some changes would need to be made to incorporate Romulans into STFs and Fleet Events. As for PvP, well, since the whole thing needs a revamp, I wouldn't hold out any hopes for it being made better for the release of a Romulan faction.
It's still a lot of work, but consider that this is arguably the most requested thing by the STO fanbase, and that there's perhaps not quite as much work as it first might seem.

If we do see a Romulan faction in May, I highly doubt it'll be a complete level 1-50 release. The most we're likely to see is levels 1-20.
If Cryptic are smart, they can add Romulans 1-20 and Finish off the KDF in one;
Create a tutorial mission that can be easily re-skinned to serve both KDF and Romulan factions, maybe even as a new Fed tutorial.
Around 20 missions (on par with Fed missions levels 1-20) for KDF and Romulan play levels 1-20.
These missions would primarily be KDF vs Romulan, share assets, maps etc. They may even be the same stories told from the alternate perspectives.
Doing this would allow them to;
Finish off the KDF faction, levels 1-50, job done!
Add the new Romulan faction, starting at level 1, allowing players to create a Romulan as their primary toon if so desired. Avoiding the mistake they made locking KDF behind Fed level 25.
Create/Release content for the Romulans at a steady pace, not having to make 50 levels of content in 6 months.
Yes, players will speed through levels 1-20, then complain they have nothing to do, but that's nothing new, it happens in every MMO, every game. They'll just have longer to wait 'til the next expansion.
In May rather than playable Romulans we will get Romulan theme Future Episodes.

The key thing I said about the KDF/Rom missions was "on par with Fed missions levels 1-20".
Go back and play Fed missions levels 1-20. With a few exceptions (Stranded in Space, Diplomatic Orders, Doomsday Machine) most of those missions are very basic, nothing like the FEs. You can now create similar (if not better) missions in the foundry.
In fact, it could actually be quicker to do just that. Assets needed would have to be made first, but making them for the foundry first (or at the same time) would save having to convert them for community authors use.
It would also mean that more Cryptic staff could make the missions, not relying on those trained in their 'full-fat' toolset. Once made as foundry missions, they'd just need feeding through the 'spotlighter' and plugging into a mission tree.
@OP...that's a pretty agressive list of "needs", and probably makes a better wish-list.
I'd be content to see the ships/races/and costumes we already have in-game. Anything extra will be icing on the cake from my perspective.
As far as leveling and missions go...it would be tough for them to come up with a full-fledged levelling arc in a short span of time (or at least an interesting one), but there are plenty of avenues for acquiring XP already out there that could be made accessible to any future faction. I think that an excellerated XP reward for doing New Romulus missions would work as well for the new faction.
The KDF crowd (of which I count myself among) has elements within it that will rail against whatever is done with the Rommies if they think they haven't gotten their proppers beforehand. There's not much we can do about that other than try not to let them ruin our enjoyment of the new treats that come out of the Dev-Zone.
