Was doing some 1 vs 1 PVP, and noticed something about hull regen. I always thought that crew was needed for hull regeneration. But even with theta radiation reducing crew to 0, my opponents hull regen was still 100.2%/min during combat. Or is crew really not that important for hull regen?

I think when you are at 0 crew, your hull regen is halved.
