This has also been happening even with other plasma torps such as the Romulan launcher, but this weapon is the worst offender, often seemingly half the time when a plasma energy bolt reaches even a slow moving ship like a probe it will just make it's characteristic thunderclap detonation sound but no plasma fire or any damage at all is done to the target and the bolt then just remains harmlessly stationary until it expires over time.
