A bug that involved Romulan Liberated Borg captains and their skills once they chose an ally
This happened to me a lot of times, I think it's related to not everything loading in the menu that should be there, like embassy provisions I believe, often when I first opened the menu they weren't there, but if I opened it again they were, and I think I avoided this problem that way.
If I failed to re-open the window again first before buying what I wanted, I think the missing items were appearing as soon as the popup for choosing how many cells to buy appeared and that shifted what commodity was selected for purchase even though the popup text did not correspond.
