I understand the IOR wrapper has been removed, but is the cooldown still in effect?

There's a cooldown for Spotlight missions that resets every 24 hours (maybe at Dilithium refine time?). Is there another one?

With IOR it was 30 minutes. So far I've not run into it, but it takes me a while to get through missions.

Oh I see what you mean. I'm pretty sure the cooldown for individual "regular" foundry missions doesn't exist anymore.
