Did you take away all the consoles before you did the test? The % boosts are based on the damage before all the other mods are added in. EG you dont get +25% then another 25% of the total after the first boost. Its always a constant boost up from the non buffed base.
When talking about damage, it is usually matter of base damage before any skills and bonuses or abilities are added.
Fact is, all the possible buffs we have available push the "real" damage much higher than the base damage was.
If you really want to look further into it, see how much a single tac console adds (a blue Mk XI energy tac console will add 26,2% base dmage to a given energy type) and deduce from it what the base damage actually is.
Then you can try to estimate whether this Jem'Hadar sets adds the appropriate amount or not.
