Does it happen in other games? It is possible that your video card is whacked and got overheated.
On 2 seperate missions (the escort mission where you escort the Vulcan ambassador to Prejum, and the USS Valor mission where you collect dilithium crustals in the nebula) I am constantly getting hailed by the other ships over and over again. This is a major annoyance because everytime the hailing screen pops up with the dialog tree my ship comes to a complete stop, and I have to exit out of the dialog. Then about 2 to 5 seconds later I get the same dialog tree. This happens until I complete an objective, but it makes completing that objective nearly impossible because I can't do anythin when the hailing screen pops up.
Bug Significance: not a showstopper, not critical, just annoying
For some reason nearly everytime I beam down and go into a ground combat situation the lag is horrible. Space Combat seems fine, practically no lag what so ever. I did notice that after the server was restarted over the weekend that the lag went away, but when the open beta started on tuesday the lag was back. I hope this helps.

Ground combat has a tendency of crashing the game if I stay around it. If I turn away so that I can no longer see it, I'm fine. If I turn down my settings, I'm fine. But if I go into ground combat and participate fully, Windows will inform me that the GameClient.exe has unexpectedly quit, or I'll get a notification the the ATI drivers have stopped responding. Either way, STO doesn't strictly treat this as a crash, because it doesn't try to re-verify the files or file a report. But it does end the game, and I do have to go back in. For the time being, I believe I've solved this by turning my settings down a bit. (From nearly maxed out, to "Recommended".
In the closed beta I had a similar problem (Possibly only after it was mentioned that ATI cards had some sort of new shadow thing turned on. That's the first time I recognized it). I also had crashes before in space due to the AA issue with Radeon cards. But as of this moment, I'm ONLY have problems with ground combat. Space is fine.
If I'm in the middle of a big fight, it generally happens within 10 seconds at most. If I can remain around the corner and let my BOFFs do all the fighting, I have no issues. If it's only like one enemy, I can generally kill him with no issues. I've bugged this before, but I'm not sure how often I should be bugging it. It happens a lot.

Critical: On the SS Azura mission, beaming down to the ground based portion results in my ship appearing alongside my away team. The ship looks cool, but I don't think I'm supposed to be controlling a mini cruiser on a ground mission.
I think that you can call the stress test on the server a sucess. I have been rubber banding, getting the message server is not responding message, and being my ground avatar in space and space avatar on the ground since I started playing today. In other words its stressed now give it a massage or something to get it to relax.
After Beaming onto the surface of P'Jem my character has the graphics of my star ship and there is not sight of my away team. After waiting a while the graphics show my character's form. Tried the mission twice and got the same result.
