Most likely, the torpedo won't be claimable until after maintenance is complete.
If you support Science Bridge Officer powers not being affected by Tactical Captain powers then you need to stop drinking the Kool-Aid.

If you think Tactical Captains in Escorts rule PvP you should call your local Poison Control Center immediately.

I believe the Dev's have stated that this promotion was for 'NEW' accounts only. Obviously, none of the posters in this thread (so far) qualify...

They ran this promotion back in December and someone asked about it.
