It really doesn't matter though, as it will NEVER be balanced. so there's nothing to say they wont release a scimitar that can shoot while cloaked for 5+ seconds, until hit or what not from a lock box.

Seriously, PVP in games is NEVER Balanced.

just look at the pretty ships and don't let pvp bog you down, even if it's your most favorite part of the game (or any game for that matter) much more enjoyable to just shoot and smile, even if you die 50 times doing it.

Oh wow. I would love for them to do that. Suddenly the Nebula gets useful again.

Gold plated torpedoes, that once hit the target cover them in latinum and makes you non-target-able for 10 seconds

Honestly I don't care a bit for PVP and don't bother with it unless it's a private match with some friends just to mess around. That's just my guess as to how Romulan ships will turn out.

Ditto! I only do it out of boredom/necessity to get dilith. although I only recently come back from a LONG break to STO and notice that half of the ways I used to get it are now gone, so need to re-learn.

Well, it was stated in TNG that they had an advantage in fire power, but a lower maximum speed than a Galaxy-class, so I suggest five forward weapon slots!

Warbird Turbolifts need a nerf. Anything that can get a man from the bottom most part of that ship to the top most in any reasonable amount of time is clearly breaking game mechanics.
