Now Sela is almost the leader of the Tal Shiar. So the datachips don't make sense anymore, unless you collect accolades.

That was a strange thing in the Dev Blog.

We know Sela was exiled over conflicts with the Tal Shiar. We know she came back and took power again and is the Empress by the time the in-game timeline starts.

My only explanation, and this is sort of wild guessing, is that when she returned and took power again, she somehow got control of the Tal Shiar through a purge (putting people loyal to her in place) or an alliance.

Probably a secret alliance, like how in TNG "Unification" Pardek pretended to sympathize with the Unificationists. Only people in Sela's personal circle would know, and I doubt Obisek would be one of them.

From the comment in Hakeev's letter in "Mountain base", I would guess that they had a falling out somewhere during the run of "Cloaked Intentions".

Using it to contact these famed hunters, she offered them hunting rights in Romulan space, struck an alliance and began rebuilding her forces.

When Praetor Taris? struggles with the Romulan admiralty in the late 2390s threatened to destabilize her rule, Sela was in the perfect position to exploit her weakness. Sela joined with the Hirogen and the Romulan fleet to retake the empire in 2403.

When the dust settled, Sela was Empress of the Romulan Star Empire. Since then, she has ruled with a mixture of strength and deceit. She has devoted much of the empire's resources to the Tal Shiar, building the power of their fleet and making them the dominate force in Romulan space. She will go to any lengths to restore the former glory of the Empire, making secret alliances of which even she may not understand the full implications.

As empress, Sela will not tolerate any dissent against her rule. She has openly denounced the Romulan Republic, saying that the movement to break away from the empire and create a new Romulan homeworld is a terrorist action. She is using the full force of the Tal Shiar to hunt the leaders of the Romulan Republic and will not stop until their organization is eliminated.

Beset by rebellion from within and enemies without, the Romulan Star Empire may be seeing its darkest days. But if there's anything Romulans understand, it is strength in adversity.

And Empress Sela always has a plan
Not a whole lot that we didn't know but it does shed some light on her motivations.

Pretty much just reinforces my thought that when Sela took power again after her exile she must have purged a lot of her opponents from the Tal Shiar leadership. It would be in keeping with the sort of Machiavellian politics practiced in the Empire, particularly by Sela. She seems to have re-worked it into an extension of her government, rather than the more independent agency it has been in the past.

I'm gonna have to find my book, Needs of the Many. A lot of the backstory for the Romulan people is in there, and the book is based on the Path to 2409, with a lot of indepth detail.
