We aren't sure, but signs point to Mol'Rihan as the so-called Romulan Republic.
The wiki lists New Romulus as the "New Romulan Empire", not the Romulan Republic. Also, New Romulan ships are still tagged with I.R.W. and not R.R.W.
Furthermore, New Romulus is neutral, giving rep to all sides. The Republic obviously will not be, they will likely seek their own interests and not pander to everyone for the sake of survival like D'Tan does.
I'd just like to note that D'tan isn't a figurehead, and is referred to as 'Proconsul' in the Hidden Camera cutscene.
Doesn't mean hes in charge of the new faction. if they continue with the roman tradition, a Proconsul is a Governor. So he's important in the government, but not in charge and is seen a lot with non-faction people. Sounds like a figurehead to me :p

Their decision is really odd though. It's aas if they saw the Romulan reunificationists from the two episodes of TNG and thought 'yes, this is what people want to play as. Speratists who want nothing to do with the Romulan Star Empire, why would anyone want to play as the Romulan Star Empire?"
