If you can only get one you should definitely get the tac version. The QFFC is easily the most useful of the 3 consoles, and is a great transformer buster. And an extra eng console on a sci ship is one of the most useless things you could possibly have. The only eng consoles worth having for PvE are armor ones (EPS doesn't help weapons anymore and any ship that needs RCS doesn't benefit from it appreciably) and even they are insignificant on the weak hull of a sci ship. I always use any eng console slots on a sci ship to dump universals in, but if you want an extra universal enough you could sacrifice your 4th tactical console for it just as well. The difference is that the tac console is actually useful as a non-universal.
Of course, you should get the whole pack if you can, it's nice to have access to all the consoles and skins, and the slipstream boost is huge.
If you want a build suggestion, what I'm currently using is working pretty well, although with the new bugs on PSW I'm thinking about replacing it with a second Energy Siphon: http://www.stoacademy.com/tools/skil...=Secura04_2511 My doffs are 3 of the cannon ability CD reduction ones (those are likely too expensive, they were a lot cheaper when I got mine), a Gravimetric Scientist for my GW, and a Conn Officer for Evasive Maneuvers (the last is really only for guarding both sides of KASE, for other duties feel free to consider something else).
Yep the QFFP is nice, just make sure to save it for targets that actually absorb the full duration so it is not wasted.
This is for example:
ISE: Gate and Tac Cube (I wouldn't use it on the transformer honestly, unless you are in a horribad pug and don't get it down in time otherwise)
KASE: Tac Cube at the start, Soloing the add cubes, Gates, Donatra (careful, even as a Sci ship this will often draw her aggro)
CSE: Cubes, Carrier
you should get the tac version for the plus tac consoles. the qffp is the best of all the consoles on the vesta. that does not make it as useful as other consoles that you could fit to your ship, but if you want to use flashy stuff on the battlefield, chose that, atleast this will give you some dmg bonus (but with the cooldown it has, the dps on it is just low in any stf)
I say get all three of 'em. For all of your toons. Then figure out which one performs best for your toon. I find my opinion on QFFPh is a little different from others who have posted here. I don't use it as much now as I did when I first purchased the Vesta. I use the heal and herd abilities more than anything else. For Doffs, I have exactly what has been suggested above. After all she is a Sci ship so the Doffs and Boffs should support this.

Ok, I'll be "that guy". I don't find the deflector phaser to be all that exciting. Yes, it has it's place, but mostly against relatively stationary targets.
The Multidimensional Graviton Shield is the one I get the most use out of, especially against the Breen and others who favor tractor beams. Since the Vesta's hull is somewhat lacking, I find this very helpful.
But, if at all possible, I would be the three-pack as others have suggested. Then you don't have to choose.

My frontal barrage is on par with some escorts, with the crowd control of a science, and the durability of a low teir cruiser
honestly if you can spring for it get the extra ships, for the consoles and cannons, lets you really pump up GW3, Tractor Repulsors, and heals while maintaining damage, but YOU MUST have a turn rate increase console the more rare the BETTER
