I am very pleased to see Cryptic listening to their players for once and actually doing a Romulan faction expansion. So I wanted to give a few ideas of possible Romulan ships along with their ship powers to help rival both Federation and KDF Ships. I really really hope that the Romulan are allies with neither.
Romulan D7 Battlecruiser
For the TOS enthusiasts however the Romulans enjoyed a brief alliance and technological trade with the Klingons providing them with some of their ship designs. Since the old skool version of the Bird of Pray is going to be in the game, why not a Romulan version of the D7?
Special Console: Enhanced K-Photon Torpedo - Klingon Photon Torpedoes have been of a higher yield then Federation ones because of their affinity for less safety precautions. This has resulted in a higher yield and damage photon torpedo that could help to make photons viable in the game again.
Griffin Class Escort
The Griffin Class Escort is medium sized Escort with powerful weapons in its frontal arc and is designed for situations where a full sized D'Deridex would be too slow or cumbersome.
Special Console: Enhanced Sensor Placation Module - This is similar to Anti-Matter Spread on the Federation Venture Class, creating an AoE Sensor Scramble and jam, as well as diminishing the ability of ships to target beyond 5km while the ability is active.
A medium range attack cruiser that is able to turn quickly, bringing front disruptors and plasma torpedoes to bare.
Designed for fast, efficent strikes and a campaign of "psychological warefare" with its striking, bird-like appearance. The Draconairus carries two powerful forward mounted plasma cannons which are capable of powerful bursts.
Special Console: Plasma Cannon Lance - Similar to the Phaser Lance and Disruptor Lance on the Galaxy-X and Gurumba ships but fires two weaker lances with a much more powerful DoT then traditional plasma weapons and increased slow.

I think you may have the Griffin confused with the Talon Class from Star Trek: Armada. It is true that the Griffin was used in both Starfleet Command and Star Trek: Armada but it also featured in Star Trek Legacy which was made by Bethesda and not Activision so the actual ship design I would guess belongs to CBS because they endorsed both different companies.
Well "Paramount" originally until they were taken over by CBS. So I am pretty sure that the Griffin can be used because it's owned by CBS and not the individual game company. Plus, its a pretty popular design. That is why I included it in the list.
