I recently logged in at the Vega Colony in the tutorial to find that my Bridge officer was MIA and waiting over 20mins didn't cause it to appear. Logoff, login, same results.
First of all, submit a bug on this.
Then form a team with 1 other player, jsut hit up ZONE chat if you need to.
Once your team is formed, click the REQUEST REINFORCEMENTS button in your team bar.
A few secs later your bridge officer should appear.
Leave the team and your officer will stick with you.
It appears logging off will create the same issue again if your in the same part of the tutorial yet, just reform a team and wash-n-repeat the steps outlined above to "fix" the issue.
I too had this happen on the "rescue the transport" mission. I set my away team with 2 bridge officers and 2 security officers, but when I beamed over to the ship I only had the 2 security officers.
