Looking to do a survivable DPS Debuff type build (I think) if its viable and having trouble making it work. I've done some reading about various builds and ships, etc and can't seem to make the progress I would like. Currently Captaining a DSSV. Open to switching to alternative Sci ships (Including C-Store alternatives, Vet Rewards, Etc) if it will benefit the build. Any thoughts?

Highly recommend the Vesta class - currently the epitome of what a STO sci ship is, and the dual phaser cannons that utilise Aux power rather than weapon, whilst not doing escort-level damage, are pretty effective and allow you to better utilise sci-abilities. You can, of course, also equip conventional weapons if you so wish.

It also has the added bonus of a good turn-rate, particularly for it's size, some very nice consoles, a 'perfect shield' as a bonus of having all three consoles equipped (though you need to have purchased the Vesta-line three-pack from the C-store) and the ability to equip carrier-pets, and with 'Elite' carrier pets forthcoming (and already available at Romulan rep tier 5) the option to have carrier pets is even more attractive.

Definitely don't do that build that was linked (3 different EPtX and no eng heals? Really?). For ship, the ideal choice is definitely the Vesta, those Aux cannons are huge if you want to be sci heavy, you get to pick whether your ensign goes tac or eng, and you get a hangar, and other than that it's just a standard sci ship. For cheaper options there are also the mirror ships which you can get on the exchange, you can pick whichever one suits the build you're using (even the Mirror DSSV could be nice since it's just a DSSV with better mobility). But the main thing is boff abilities and weapons.

There are basically 4 options for weapons: Aux cannons/turrets, single cannons/turrets, DBBs/turrets, and torps/turrets. Personally I've never been a fan of torp boats because they struggle with shields (and sci shield drains are negligible, don't even bother with them), but they do have the advantage of not requiring weapon power and people do get good performance out of them. Single cannons/turrets and DBBs/turrets are similar, the cannons give you a little more arc and better synergy on boff abilities, the DBBs can get better DPS at long range and will allow you to use the subsystem targeting if you care about that. Also note that you can add a single torp to either of these if you want. Aux cannons/turrets are really nice, combining the highest DPS with the advantage of the torp boat, the narrow arc can be a bit of a pain but it's well worth it.

For abilities, the main PvE debuff is Energy Siphon, it's rather weaker than it ought to be but still useful, and provides a nice self buff as well, so for PvE you'll want ES3 and ES2, possibly with a TR for extra drain. I don't PvP much, but from what I've heard Viral Matrix is preferred there, not really worth having in PvE though. Also for PvE you'll want a Gravity Well, it's pretty much the best sci ability there is for PvE, almost the only one worth having (sci is just in a really bad place right now). Then you'll want TSS and HE and possibly ST for heals. For eng run either 2 copies of EPtS or one EPtS and another EPtX with Damage Control Engineer doffs, and if you have a third slot use A2SIF or RSP. For tac you need a TT1 and an ability to boost your main weapons, with any third slot going to a second TT, a second main weapon ability, or a secondary weapon ability.

Skills are another whole can of worms, and they'll change depending on what you run, but in general you should max the proficiencies for the weapons you're using, get the shield and hull skills to 6-9, and not run power boosting abilities at higher than 6 (the last 3 provide almost no benefit), then run other stuff to boost whatever you're using. OP, I second that build ^
it looks really really viable. it should deal atleast 4000 DPS, it's a beast
