There's also a fleet variant for the escort.

The main answer is that the ships are considered too old to be receiving a fleet version.

Here's my thoughts

One unofficial answer is too many people might buy only the fleet constitution and there'd be fleets of'em. (stupid reason in my book)

Another unofficial answer involves the recent Star Trek movies, Paramount, NBC, and who can give permission over a fleet version. I forget the details and this doesn't seem likely. Then again, I could be wrong.

A third unofficial answer is that the higher-ups are waiting for a certain amount of demand before the fleet version is even considered.

The reason? From day one of STO (per many a Cryptic post); supposedly, the IP decision makers at CBS have given a flat out 'No!' to any version of a T5 Connie. [And as a TOS fan, I've not liked that one bit) - but, until the decision makers at CBS change their stance...

That's not even close to being true. There's a fleet T'Varo and a fleet K'Tinga, B'Rel and Somraw for crying out loud. Why can't there be a fleet Excalibur or Fleet Vesper?

New to the game but an old fan of TOS. I don't get why everyone wants a fleet or a t5 version of these old ship. Sure its great that we have them to play with but They should remain the classic ships of the line. What they did to the EX. was wrong in making it T5 and one of the most powerful ships in the game. We are in a different time line and the best ships should show that. What Cryptic should have done was made missions where we would have needed to use those old ships. How many times have we gone back to different time lines in this game so far. Should the Ex. be as or more powerful Than the Feds only Dreadnaught or in the same class as the Ody ? This is one of the things in the game with ships that doesn't make sense to me.

From the perspective of someone playing the game, they can see a fleet, T5, or Z-store variant for every non-fed ship out there. The K'Tinga, the T'Varo, the Kumari, the D'Kyr, the Somraw, the B'Rel.

From the perspective of someone looking at the fleet variants, there already exists a Fleet version of the Saber and the Nova. Why not an Excalibur?

Also, the Excalibur and the Vesper are extremely new ship designs.

Like Pandora, you can't close the box. The Excelsior has been the top banana for YEARS. So that anachronism is now ingrained into the texture of this game's experience. Which means having a fleet Excalibur, much like a Fleet Saber or Fleet Nova, shouldn't really cause any problems with the game.

Oh god no! I used to be more rigid but I say why not as long as it isn't the TOS Connie...just seems a little weird seeing that as a fleet ship.

Seeing you can use a B'rel and K'Tinga at T5 I don't see whats the problem as long as they don't make it too powerful. It should have the weakest hull of any t5 cruiser if they do make one.
