On Holodeck, 3 deg/sec are subtracted from a ship's base turn rate before percentage-based turn bonuses are calculated. The patch on April 22, 2013, has removed this penalty of -3 from RCS accelerators: their bonus now applies to the full base turn rate. I think the same change should be made to the engine [Turn] modifier. RCS accelerators and the [Turn] modifier both give percentage-based bonuses, but right now, they do so based on different formulas. This makes the system confusing and inconsistent.

Just for reference it's also been removed from the Starship Impulse Thrusters skill.

After the patch on April 29, 2013, the skill "Starship Impulse Thrusters" is now multiplied by the base turn rate (BTR) instead of BTR - 3. But the engine [Turn] modifier and engine power are still multiplied by BTR - 3.
