Hm. I can make Federation Characters but Nothing else. I wanted to make and explore Klingon Space too. What is the deal and what can I do?

You have to get a Feddie to level 6 before you can make a Klingon.

Yup. Reach level 6 or get someone to share the quest "Stop the Signal", and help you to complete it.
