Well, some things I note:

The ship only has two phaser arrays, one on each 'wing', and (possibly) a photon tube to either side of the forward hull. That is below the level of even a light cruiser in terms of weaponry, so I would have to classify this as a gunboat/runabout vessel. Certainly, it has notable phaser blindspots forward and aft, which mean it isn't designed primarily as a combat ship.

The lack of viewports means the crew are flying completely by sensors alone. Not a problem for a starship (where travel is too quick for normal viewports to be worth anything except for orbital observation, backup docking assistance, and general crew piece of mind), but the general shape of the hull, along with intakes and the above mentioned weapons level of the ship makes it a problem for a runabout. Such a ship must sometimes land on a planet (and this one is especially shaped and equipped for that), which makes having the pilot be able to use direct visual contact with their surroundings an important factor.

The warp nacelles are mounted directly to/in the hull, in close proximity to the crew. This is dangerous, and normally only found in low-power civilian vessels, alien ships whose designers do not have the same standards of safety as the main galactic powers, or when combat conditions make the protection afforded by the hull worth the tradeoff in risk to the crew. Thus, this ship seems designed for heavy combat, but there is an inconsistency here. If it is a runabout-class ship, the protection offered by the hull is too minor for the risk involved, and if it is a full starship, the weaponry is too light for the kind of combat making the warp engines hull-mounted would be worthwhile for.

Finally, the design is definitely not Human (which form the basis of most Starfleet designs..i.e. saucer and pyloned warp nacelles), so this would more likely be a result of alien design being used by Starfleet. I believe the Marquis might use a design like this, but I would have to look to see which race uses this kind of hull configuration. Maybe a Rigellian design?

I agree with others. The lack of anything to judge the scale makes it difficult to make an accurate evaluation as we don't know what it's supposed to be. My observations are above, but if you intended this to be a full starship instead of a runabout-type ship, I think it would need context.

On the other hand make this ship look more organic and it could make a not too bad 2409 Xindi ship design.

That is a nice drawing it looks like something from the 25th century not the relics most of us fly.

Maybe use it as a frigate

It's working for me now. Must've been the school's crappy internet connection ...

I like it, but I think it would work better as an alien (maybe Tellarite?) ship than a Starfleet vessel.

It was designed to be an rather unusuall design. The size is a bit smaller than a defait vessel.

I like the over-under nacelle layout. That's one of my favorite design features on the Andorian escorts.
