The Ha'Nom is a lvl 40 T5 ship so you can get it for free as you level up. the mirror ships will likely also be pretty quick hitting the exchange but expect prices to be a few million to begin with due to demand.

only on a romulan and only if you dont choose that ship during the subadmiral promotion.

Sorry, I don't know the endgame way ships work too well, but aren't retrofits technically a higher tier than this? Since there isn't a retrofit of it, wouldn't it be at a bit of a disadvantage compared to the retrofit ships?

Retrofits are generally store versions of normal ships and so they get a console with some special power. Beyond the Retrofits you have the fleet ships with 10 console slots and the Ha`Nom is available there so you can buy one for zen through fleet modules.

Nah, there's only 5 tiers of ships. The retrofits will have extra stuff like consoles. And the fleet variants will have an extra consoles and slightly buffed stats, but they're all just T5 ships. People call C-Store variants and Fleet variants T5.5, but that's just forum slang and shorthand. They're all still just T5 ships.
