It's time the embassy offered more than just Romulan consoles that boost plasma damage. Right now for PvE, plasma is the only weapon type anyone should use because of the obvious damage advantage the Embassy consoles bring. We need Tholian science consoles now, so that we at least have a new option. Sure we could just accept the damage loss by using non-plasma energy weapons, but nobody who wants to get through the grind as quickly as possible (which includes most players) is going to do that.

When we have all those options, we can make out ships like we want.

As a tank cruiser, I'd so take the elite phaser weapons, add a phaser fleet console with a disruptor proc and a phaser fleet console with a tetryon proc.

Except stacking those embassy consoles to plasma actually only adds about a 2-3% actual damage boost each (once you figure in skills, weapon power, and everything else), using up all your science slots in the process. In exchange you're using up all your fleet's not-cheap-to-provision consoles on an piddling increase instead of saving them for the people that might actually have a use for a good science or threat-management tool.

I hope to god if we do get another fleet holding for fancy engineering consoles, they have absolutely no damage-boosting potential whatsoever, and force people to use them intelligently instead of feeding in to the idiotic MOAR DEE PEE ESS mindset.
