Medical Vanguard is a ground trait that makes your shields "perfect" for a handful of seconds. Meaning, they don't leak 10% of incoming damage like they normally do. It also adds a small shield restore.
And when I say small, I mean SMALL. 9 points per second, in my case.
Given that the whole reason you would be taking enough damage to need healing is because your shields are depleted, the 9 points per second is utterly irrelevant. For my last ground mission, medical vanguard restored a total of 816 points of shielding; which, being that the shields are "perfect", is the equivalent of 816 points of damaged negated. Meanwhile, with my actual medical abilities I restored 17024 points of health. ...
Yeah. I feel like the developers simply forgot to multiply by something, somewhere.
