Lyrans are from the game "Star Fleet Battles", which is not even considered to be a Star Trek game even though it's based on Star Trek. The only reason SFC could use the Star Trek name was because Interplay cooperated with the company that runs Star Fleet Battles, called "Amarillo Design Bureau" on this venture and Interplay itself had the Star Trek license at the time.
So SFB is not even non-canon, it's not Star Trek. Even ADB's own "Prime Directive" contains a special chapter on this and it begins with the sentence "This is the Star Fleet Universe, not Star Trek."
easy way around that. Give the Romulans the Skorr. Give the Federation the Aurelians. It sounds a bit like the TAS creators, in trying to save budget, felt the two species could be from the same ancestral race. Developers can use the same wireframes, etc., due to the two species strong similarities.

on comparison the skorr would be a race depicted as much less likely to accept federation tng era cultural subversion.

Though so far ground flying is only in the Risa Special event place, a Gryphon like race that would be a cross between bird and cat would be very Romulan faction like as it would keep with the factional balancing of character races while at the same time keep in tradition with the Romulan faction bird tradition.
You could have your factional compliant cat race with all the kitty bonuses Feds and Klinks have, while still keeping in tradition to the Romulan faction AND when player vehicles come out, have the bonus ability to fly in area's where ground flying will be permitted!
Ok, some of that last part was an assumption based on the possibility that Risa's new event area could be a testing ground for player flying and player vehicle for future ground content.
Assumptions aside, a Gryphon type race would be cool and consistent.
The Feds and the Klinks have starter race specific Cats.
Romulains? Future cats?
I'd rather not see more unrelated aliens for the Romulan faction, I mean why stop at cat people. Romulan gorn, benzites and bolians make just as much sense and at that point you can probably do away with factions altogether and simply allow anything to fly everything. Hirogen are the only ones that make (a little) sense to be playable Romulan allies considering the STO storyline.
