I have not found stealth to work very good in PVE, the second you fire from cloak, most NPCs lock on and start firing at you, and if you are fighting Borg, your 70% defense is futile, so I drop out of cloak so I have shields to protect me from the most devastating torp build in the universe, Borg Gate with Invisitorp.
Does Attack pattern mine spread thing 3 affect the cluster torpedo?
Ahh in game now, its dispersal pattern beta 3 - I knew it was something like that lol - the cluster torp is classified as a torp and is not affected by the mine ability. Im using it for my mines and because I already have the Spread and HY 3 already, I also have HY1
Tac - 4 Transphasic ones
Eng - Both the ones for the superball of death torp, one of the new Mine slabs of armour
Sci - Borg, Lobi console, one of the sci ones with -threat and stealth bonus

It works well, but I find you have to treat it like a bomber rather than an escort, you need to fly in, launch foward ordinance, and fly past your target and launch rear ordinance, the mine abilities for your dofs meen you can litteraly seed an area with transphasic mines, I have seen spheres disintergrate under a single run if my mines/clusters proc/launch right.

Mine is a bit more expensive than others, and is a bit more plasma based. The planner says tractor mines, but that would be in lieu of the Nukara web mines, which are insanely effective. Jevonite Hardpoints would be a choice for 2nd device.
Boffs are all Romulans with Romulan operative and subterfuge.
For doffs: 3x Projectile Weps, 1 aux while cloaked Technician. I'd also like to have a Aux2SIF damage control engineer, but they're kinda expensive.
For power, aux is at 125, rest goes to engines.
So I'm not at all specced into shields because of EBC, so the majority of my protection is from cycling hull heals and resists, and my defense value from cloaking and speed, which is floating around 135% at max. It can be a bit flimsy at times, but I do notice NPCs missing me quite often, borg included. I typically don't die more than once in an STF. Basically, my biggest problem is the potency (as in self-damage) and unpredictability of my own weapons.
The forward torpedoes I keep on autofire, and they generate quite a torpedo spam that plows through NPCs rather quickly. Alot of spike damage also comes from behind. Unfortunately, I find my web mines hog most of the damage. In absence of those, tractor mines and tractor beam go a long way to holding enemies still, because of the slowness of the torps. Just for reference, my DPT does a lovely 40k damage. I have yet to fully appraise this build for PvP, but for PvE it's fantastic and hilarious.
I saw your comment and thought "autofire huh, that might save on the old space bar spasms" I had no idea I'd be getting a completely different ship just by right clicking my torp launchers. I obviously was doing it wrong before, now torps just roll out like gumballs.
I tried it on my klingulan t'varo too, it's dhcs and npcs are just melting in front of me now.
I have so much more time to fly and watch stuff and my weapon systems are clearly firing much smoother, that one little option has given me a whole new way to play. Thank you for mentioning it.
