The lack of choices available in the kits is completely overshadowed by the quality of the kits.
The Mk XII kits have a lvl 4 ability (the lvl 4 engineer turret has a flamethrower!) and an extra lvl 2 ability usually assigned to a different kit.
For tactical the combination of 1 grenade (grenade satchel is dumb because all your powers share a cooldown) and 3 buffs/debuffs to your attacks is great! I guess its a matter of opinion, but for people who play ground these kits are sweet.
