Those wing cannons pack a punch on overload for PVP but right now with polaron weapons they're not going to do you a ton of favors
I took the liberty of updating your skillplanner assuming yo're a tac in that charl(if not ignore the bottom tac specific bit of the skill tree) as well as the passives you'll want from the rep system and some boff changes
you'll want conn officers to cut APB to global and that torp spread is excellent for PVE(PVP a DBB on overload with CRF is more effective)
In addition you'll want one warp core and one a damage control doff to keep your system powers boosted
The whole wing set isn't great unless you stick to phasers although if you do I encourage you to pick up the heavy escort as well for it's phaser point defense console(it's a blast on my armitage mixed with the photon console)
I think i missed a couple ideas and if I have I apologize, I have amended the build detail a bit further past the ship setup but really just focused on the ship and officer/Doff's.
I am using damage control and warp engineer Doff's and have changed the majority of Boff's abilitys.. could do with some further amendment tbh but did see a marked improvement dropping the cannon platforms. My average in Red Alert was 3600 to 3800 before the changes and went to 5000+ after, so i'm pretty chuffed so far
5 DHC's tend 2 glitch up when firing, so swap in 1 DC, leave the other 4 DHC's.
u dont need 2 RCS consoles to keep your nose on a target. consider the romulan console, a neutronium, SIF, or some other special universal console. if u really like the turn rate, get the tachyo console so you can free up 1 slot for something else.
eventually upgrade to the embassy and dil mine consoles.
Do you ever use torps. I see high spec in them but no use on this ship. If you use them on another ship or build for this ship I would keep it. I would also find a way to spec into subsystem repair3-6 points.

Reason I'm not looking at torps is they aren't that effective when they hit shields, I would prefer to hammer the shields at full whack pumping up the damage rather than wait doing less then unleashing a torrent of flying pain..
One thing I did notice with the new build and the extra DHC was the time between cannon special abilities is sooo slow (should be off cd every 15 secs but), when on cd my cannons didnt fire that often??
Im guessing that could be a glitch in which case do i drop a weapon class like arctcwolf suggested?
Looking at ACT yesterday my CSV3 was doing double the overall damage of CRF2 so im not sure really whats giving me the extra dps.. possibly uptime on cannon fire overall due to the leeching of power?
I have made further amendments to my Boff setup and ship config that saw my DPS soar from 5k to 8k average last night peaking at 18K in one of the encounters on ACT. The build put up by Dahminus was my inspiration although I decided to keep the majority DHC. The introduction of a Quantum is something I snubbed a previous poster for so sorry about that.
The idea behind 2 of each Boff skill was to constantly keep skills up with minimal downtime, I might well invest in a second FA torp or hang about for the omega torp as having a cd offset for torps may benefit the uptime for torp spreads.
Just wanted to say thanks for tips so far, I'm really impressed as a new user that everyone's been less troll more useful. Not seen much in other MMO forums. I managed to get tier 2 Rom this morning so have now got 3% extra base crit and will be gunning for the zero point for the extra 1.8% which will help
