Just to confirm the obvious, your fleetmate wasn't moving during the second test, right? The damage does decrease further from the center, which could account for this (and the pull isn't close to strong enough to hold anyone at the center). Otherwise, sounds like a bug.
Something is wrong either the tooltip or something else.
Tried first GW3 listed damage around 1300 and it hit properly.
Second GW3 boosted to nearly 2k from sci trait plus attack pattern omega, hit for 1k.
Third GW3 same as first hit for mid 900s.
Something is bugged.
