If you've read any of the threads here about it, your download issue is probably caused by Steam, which is in no way something that Cryptic has control over but have stated they are speaking with Steam to get them to fix it.

Since the game has its own patcher/laucher, you should change Steam's setting and set it to ignore updates for STO.

Cryptic puts trust in STEAM, and allows them to distribute their product. Steam fails, and cryptic has no blame at all? Wow. Drop the ball on that one.
