If I get a Bof with some bad abilities and he hasn't been commissioned into my crew, can I refuse him and get the merit points or do I not get anything?

How many skill points do I need to use to promote to lieutenantt?
Torp spread is an AOE thing, I think (never actually used it) whereas high yield sends multiple torps at 1 target.
I prefer high yield. Better to take 1 target down, than to put damage on multiple targets only to have them regen their shields by the time you've taken down your 1st target.
To answer your original question, I'm not entirely sure, but you can retrain your officers with different skills I believe.
