I bugged it, but bringing it to discussion here.
Every single skill I checked (didn't check all), according to the description, seem to have levels 1 and 3 the same, and level 2 weaker than level 1.
For example, out of the top of my head, the cooldown time for torpedo high yield:
- Level 1: 1 min. 5 sec.
- Level 2: 1 min. 10 sec.
- Level 3: 1 min. 5 sec.
- Level 4: 1 min.
and 5 seconds less each level after. All other skills I checked show a similar effect.

Is this a description problem or is it really bugged?

If you are referring to the cooldown description as you put points into a boff skill then it is just a buggy interface tooltip. Once you confirm your points spent, it should update to the correct value, usually 5 secs less cooldown per point spent. At least that's my experience from OB on some of the skills I updated, obviously can't confirm on all skills though..

It's a tooltip issue. I played around with it in the open beta, and found that the cooldown would increase as I put more points into it.

I just went and maxed out the skill, and it was reduced by 5 seconds per rank, just the assigning points tooltip was malfunctioning.
