Why ask for it to be free, when the cost of changing is cheap. In fact, isn't it free after promotions?

There is no free change from Ensign to Lieutenant , (I vote for free, though it is real cheap. You can make 60 worth of loot easily in first mission after tutorial).

Free change from LT to Lieutenant CDR and so on (rank, appearance, etc.)

Correct me if I'm wrong because I didn't get that far in OB, but you get another uniform slot when you reach Commander (so you can have two saved uniforms).

Was free for me.

Besides, like you said, it's cheap. Anyone can get that ammount after the first couple of drops.
